App - DDQ Improvements

For owning VASPs, adds updated indicators and restricts generating a DDQ unless all required fields are filled in. (see Additional Notes for what the fields are)
- New % complete on “my company” menu item
- New notification on each “Profile builder” section, if required fields aren’t filled in
- Restricted “view DDQ” if VASP hasn’t filled in required fields
- For requesting VASP
- When viewing a VASP via “VASP Network” the “request DDQ” button is disabled if the target VASP isn’t reachable, or hasn’t filled in the expected required fields.
