Authorizes the transfer even when its policy verdict or outstanding requirements would otherwise block it. Requires a reason, which is recorded in the audit trail alongside the override. Returns 409 Conflict if its compliance inputs changed while it was being authorized; retry the request.
Required permission: authorize:transfer.

Too Many Requests: more than 6,000 calls in 300 seconds. Every endpoint refuses your calls for the next 10 seconds. Send the request again with a backoff, as Rate limiting explains.
